Zambia’s Vision for 2031: 3 Million Metric Tonnes of Copper Annually
The Zambian Government, through the Ministry of Mines and Minerals Development, has unveiled two ambitious strategic frameworks aimed at transforming the country’s mining sector: the National Three Million Metric Tonnes Copper Production Strategy by 2031 and the National Critical Minerals Strategy (2024-2028).
Strategic Objectives for Copper Production
The National Three Million Metric Tonnes Copper Production Strategy is set to revolutionize Zambia’s copper industry by increasing annual production to an unprecedented 3 million metric tonnes by 2031. This strategic move is expected to significantly enhance the nation’s economic development, create jobs, and drive innovation within the mining sector. The strategy is designed to:
- Enhance Copper Production: Create an enabling environment to boost copper output from existing and new expansion projects.
- Monitor and Support Exploration: Oversee the progress of greenfield and advanced exploration projects with clear mineral resources.
- Utilize Decommissioned Resources: Facilitate the extraction of copper from decommissioned tailings and slug dumps.
- Support Artisanal Mining: Promote the development of the artisanal and small-scale mining sector.
- Improve Regulatory Efficiency: Streamline and enhance transparency in mineral licensing, safety, health, and environmental regulations.
- Conduct Aerial Surveys: Implement high-resolution aerial geophysical surveys nationwide.
- Promote Investment: Encourage investment in exploration, mining, processing, and value addition.
- Advance Technology and Research: Foster capacity building, research, and development in mining technologies.
The strategy also emphasizes the importance of sustainable and environmentally responsible mining practices, aiming to minimize ecological impact and foster technological and infrastructure development.
National Critical Minerals Strategy
In conjunction with the copper strategy, the Government has introduced the National Critical Minerals Strategy for 2024-2028. This plan focuses on expanding Zambia’s mining sector by highlighting the exploration and management of critical minerals, including rare earth elements, graphite, nickel, and lithium. Key elements of this strategy include:
- Geological Mapping and Exploration: Advancing the exploration of critical minerals through detailed geological surveys.
- Technological Integration: Incorporating advanced technologies such as artificial intelligence and robotics in mineral development and management.
The National Critical Minerals Strategy aims to boost Zambia’s participation in the global mining sector and maximize benefits for its citizens by leveraging technological advancements and strategic exploration.

Minister of Mines Mr. Kabuswe affirmed that both strategies underscore the Government’s commitment to sustainable and environmentally sound mining practices.
